     (Although I'm interested in the right and true meanings of the Bill of Rights, I'm also a religion-founder-medium and have had help from the next world of another state of matter, of lighter density: matter (less atoms per cubic inch of "rock") (see click next world ), to hear others there, and past lives (click page 2) and minds in the next world.  And I have seen it too at times. So, there are many other subjects on the web site.)  

     I helped with the American Revolution when I was in the next world, over two hundred years ago.  I'm a medium, my brain was changed to hear others in the next world, and past lives (see THE PAST LIFE PAGE - GO TO PAGE 2), and minds.

       The Bill of Rights is for America, other countries could very well have other plans.  

     Here is the Bill of Rights with the true American meanings and definitions: 

Amendment 1 - Freedom of:  Religion, Press, speech.

     "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. "
not allowed to pass a law to add a religion to the U.S. government, or make a religion an official religion of the United States.  And Congress is not allowed to pass a law telling some religions that they can not practice. The religions can do what they want (of course "non-injurious to others"*), and write what they want, even if it sounds crazy to some.
     "abridging the freedom of speech":   Abridging means:  to curtail(reduce, to stop a right), diminish(to take away rights), to deprive(not let have anymore) of privileges, to deprive of rights. So Congress not allowed to pass a law to take away the freedom of speech from anyone.  But be nice when talking or writing, or you could hurt people's feelings and get more sicker bodies in the future (your bodies will get sick more often in your future lives see-click: Best Body Rule, or click insulted).

     "abridging the freedom... of the press":  Congress not allowed to pass a law to take away the freedom of the press from anyone.  The internet can also be considered the press, since it's written, typed, printed.  Freedom of speech, so freedom of the written word too.

     "right of the people peaceably to assemble":  Congress not allowed to pass a law to take away the right of the people to peacefully meet together, and also hold protest rallies.
      "to petition the Government for a redress of grievances. "  Allowed to write letters, call, fax, email, the government.  Some governments do not allow this.  


  Amendment 2 - Right to own and carry Arms.

     "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed. "

     Meaning:  Everyone can own a gun, or other type of "arms" for defense (large firecrackers, cardboard flash grenades, bow and arrows, machine guns, cannons, cardboard bomb making powders (although bombs aren't used t
oo often because they can blow up the defender too. ha ha), chemicals, ... But not metal fragmentation bombs, because they could hurt people's eyes, and that is against the Rules of War from the next world.  It is against the law to hurt eyes. So, grenades, metal bombs, shot guns, exploding cannon balls, would be wrong for war, and defending yourself. Shotguns are OK for shooting skeet, and blasting other things.
You could get a penalty for hurting people's eyes from the next world (and maybe go to a hell). "We don't want people going through a blind life later."- heard from a woman ghost:  a possible penalty for making someone blind is to be blind in a future incarnation (a future life on Earth).  

       Fire hurts people's eyes too. So no fire in war. 
      Freedom of arms makes a fine militia, preventing war invasions from other countries, because they understand the strong defense we have.  This could prevent many deaths and loss of buildings. No taxes needed to support a big army.
     On using arms for hunting:  you are not supposed to shoot birds. Except turkeys (designed to have lots of meat). Geese and ducks, although plump, are still not supposed to be shot. 

     Bill of Rights does not state "criminals" can't have guns.  In a free country, after their jail time is done, they are free again.  They have a right to defend themselves.  And this amendment is for people to have guns and other arms to threaten criminals, to defend their houses and bodies: Just yell "get out or I'll shoot" and you wont have to shoot them, which can damage your mind.  Burglars run fast after that.  
       Former criminals, crooks, burglars, muggers: wont steal guns, if they are allowed to buy them.  So, less houses broken into if the 2nd amendment is thought of as best to do, not treasonously disobeyed, to keep freedom and liberty in the country.
       A heavy trigger pull law would increase safety.
     Mental hospital gun laws could be a plot by foreign forces (countries) to weaken our nation (as some groups are labeled crazy). - If a sane citizen is set up to go to a mental hospital, then he can not have a gun according to this illegal law. Illegal because the Bill of Rights states "... 
right of the people (this means all people) to keep (own) and bear (carry) Arms, shall not be infringed (Right Never altered).   And you are supposed to be innocent until proven guilty.  The government has to prove in court that a former mental hospital person is planning to hurt people, after being cured at the mental hospital. 


Amendment 3 - Quartering of Soldiers.

     "No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law."

     No Soldier shall, in time of peace be quartered (placed) in any house, without the consent (permission, allowed) of the Owner, nor in time of war, but in a manner (a way in which a thing is done) to be prescribed (according to) by law." 

     English solders used to take over people's houses in America while walking through "their" terrortory.  So No solders in people's houses, unless permission is given by the owner of a house; - the law of the country. 


Amendment 4 - Search and Seizure.

     "The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

Meaning:   A policeman can not harass citizens and search them, unless evidence of wrong doing with a judges singed warrant, as the judge determines if the evidence is there to search someone.  
     A policeman today in some states might ASK to search your car or house, and then the police think they can if they get your permission.  With permission they think they do not need a warrant.   BUT the right to search requires a probable cause and a warrant.  It is not written: it is OK to search if a policeman quickly asks with authority and pretend friendliness and a gun at their side, with high boots on, to try to make you afraid.  Afraid is not "secure (not be afraid) in their persons"  
So they have no right to search unless they ask a judge first for a warrant. 
     "The right of the people to be secure" is the right to be not afraid.
     A warrant is needed for searching  bodies too ("to be secure in their persons").  So drug testing (which is searching a body) is against the law without a warrant.  Again, the Bill of Rights did not write :  "OK to search if the police ask."   Slave owners treated their slaves as people they could order around.  Checked the condition of the slaves when they wanted to, required tests of their potential slaves.  If someone at work has troubles or is less efficient, then that can be seen.  A boss (an equal citizen or slave owner?) has no right to drug test his "slaves"(i.e. employees which should be treated as equal citizens) according to the Bill of Rights, which states the boss has to have the police do it and they need a warrant.  
       The Bill of Rights does not state the police can search someone if they fool them to agree to it, or ask them first and a citizen agrees.  - The police might think it gives them "a right", but it doesn't.  It is not supposed to be done according to amendment 4  -The Bill of Rights does not state that a verbal oral lawyer made contract sentence can void, cancel the law!   A contract can not do that.  Agreeing to not obey the law, (i.e. Can I search your car?) is unlawful, so the Bill of Rights can not be cancelled even if someone (a policeman or boss) asks to search.  So it's against the law to ask.  A warrant must always be issued.
       This right also does not allow congress to pass a law giving police or a company, a right to search the people.  It sez you have to get a search warrant!  So congress has passed a law that is against the law.  Treason laws can now apply to them for passing drug testing.   
       A judge most likely knows the law better than the police, so a search warrant request for a judge for a search: the judge could tell the police a search is not in keeping with the Bill of Rights, so it is wrong to do. The judge might be fooled to think he also has to follow current "LAW", but current LAW might be wrong and against the Bill of Rights (treason), so the judge must rule using the Bill of Rights, not current law.

    The Bill of Rights instructs police: "..must get a search warrant describing the things to be seized ..." IT MEANS WHEN YOU CONDUCT A SEARCH. Searching by air, and then claiming you had a right to public airways and then peep on everyone's land claiming you just happened to spot something, is not allowed. A SEARCH REQUIRES A SEARCH WARRANT. Claiming going for a quick flight to see some land.  It counts for peeping, and spying on citizens, which is against the law. -they would not be secure in their homes of persons, as required by the Bill of Rights. The helicopter might crash on them (afraid, - so NOT secure).  And it is harassment and disturbing the peace. And trespassing:  going to someone's land to see it and be over it, see what they can't see from the road. Just as if walking on it.
     "In public view" - not really because they have to fly low, which is dangerous, in order to see what type of plants they are. The "public air"is should be a few thousand to ten thousand+ feet above police search level. Where they can not tell the difference between marijuana and raspberry plants.  So claiming "In public view" is a lie. If police lie, they get lied to in the next world, is one possible consequence.  And in some next world lands, their noses will be made big.  And they wont feel as happy.  Police are supposed to be honest. Upright citizens. Protecting the Bill of Rights and the American values and ideals and philosophy of our revolution and founding of the country.


Amendment 5 - Trial and Punishment, Compensation for Taking the people's property.

     "No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation."     

     "nor shall private property be taken for public use, without just compensation. " - Our government can not take the property of it's citizens, unless they pay for it. 
     Our government must pay for it. Otherwise it is stealing. Our government must not steal from it's people.
     A government on Earth is not allowed to steal from people, or they get penalties in the next world for stealing. 
     Today's confiscation laws are not paying "criminals" (many times citizens pursuing happiness) for the items and cash that is taken from them, for the public purposes of providing police and governments more money (salaries, retirement pay, etc.), or cars or boats.  The rule is that they, the "criminals" are to be paid!   This way the government is not stealing. 

               Confiscation of citizen's property is a point of the ten points of Communism.  Their party members like to get their rules and laws (i.e. The Ten Points from the Communist Manifesto) into countries .  They might have suggested to congress and others to take property from lawbreakers, to pass confiscation laws, making it a more communist country.   They don't understand they could get stolen from in future lives, or not buy as many things in future lives.  -because they created a law to steal things from others.

 nor shall be compelled:

            "... nor shall be compelled in any criminal case to be a witness against himself, ..." - this is not for judges and lawyers only. It is for everyone. Including police officers. And including anyone the police ask to help "interrogate", or help break down, an innocent until proven citizen.  

    Police aren't supposed to ask incriminating questions or lie to citizens, or arrested citizens. They might relentlessly question and talk in various ways (nice, angry, surprised, calm, excited, humor, about protecting children, ....) until breakdown occurs, and the arrested agrees, after running out of mental energy.

     Compelled means tricked, fooled, urged, manipulated into agreeing, lied to, ... So police aren't, are not allowed, police are prohibited, barred from, police are never to ask if: "You have illegal drugs on you?", "Fun to smoke marijuana isn't it?", "I smoke it myself, got any?" (Liar!),  "You'll feel better if you let it all out.", "Do what's right, and tell everything.", "Tell me and it'll be easier for you, you could go to jail for two years."- this is making one afraid, which is against "The right of the people to be secure ..." (not afraid). - so it is against the law for a policeman to threaten this. 

        The "criminal case" starts with compelling someone to be a witness against himself.  Which is asking a question with a gun at ones side (a policeman), after outlawing carrying a gun by citizens to scare (compel) citizens better, ... asking if they are obeying the law.   


"Amendment 6 - Right to Speedy Trial, Confrontation of Witnesses.

     In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense. "

     Get a trial right away, within a month or so.  Open to the public, which includes reporters.  A jury that tries to be just and fair.  To have assistance, help, by another (does not have to be a lawyer). 

  It does not tell the citizens that they have a right to find people not guilty because they do not like the law.  This was done until 1880, when the Supreme court ruled that courts didn't have to.   Changed We the people, into "We the Supreme court".  People still have the right (See page 3).



Amendment 7 - Trial by Jury in Civil Cases.

     "In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law. "

       Everyone has the right to a jury trial.  And a court can not overrule ("re-examined") 
a jury decision.  And also according to state ("common") laws to not overrule. 



"Amendment 8 - Cruel and Unusual Punishment.

      Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. "


       Excessive is more than the average citizen can afford, rich people are not hurt much. So $5 to $100 maximum fine, would send an equal message to citizens that they did wrong, but their decision to try an illegal drug might be right, not wrong, if they avoided a car crash because they didn't drink alcohol. Because alcohol hurts coordination more than any illegal drug (see the Alcohol page).

       Rich people can get away with many high fine crimes, because high fines don't hurt them. So unequal treatment under the law, because poor people are hurt more, because it is a big percent of the money they have, and it is a small percent of the money rich people have. Pledge of allegiance"...equal justice for all.":  Equal would be the same percent fines, or small fines that everyone can afford.   But a big percent fine would be excessive.  I heard the maximum fine in 1776 era was $20.00.  So with inflation, it would be about $200.00 or so maximum fine allowed by the Bill of Rights.

       No bail that people can not afford. No fines that people can not afford.


       No bankrupting people or companies, or religious or political organizations with high fines. -Fines so high, people or companies or religious or political organizations have to sell everything, and then go out of business. -Which could be an evil plot by some, against them.  Or someone taking over our government could try to pass laws with high fines against others to get rid of them.
       Excessive fines would enable, would make it easy to destroy a company, or political party, or religion, by fines they would have to declare bankruptcy on. Evil ones could Set up a competing company with illegal circumstances (entice, or plant drugs on them, claim they broke a new law - which a bribed employee might have done, etc.) so the
people get a high fine they can not pay. Or a group (company, religion, party...) thinking "what is right", gets a big fine. 


       Tempting for judges, state governments to give high fines for income for themselves, which encourages the passing of more laws to make more things illegal, so the state can make more money.   Government also tempted to make more money by increasing the fines. 

No "cruel and unusual punishments":  No punishments that cause pain.


    "Amendment 9 - Construction of Constitution.

       The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people. "

Meaning:  The enumeration (a numbered listin the Constitution, of certain rights, shall not be construed (explain the meaning of, interpret) to deny or disparage others (other rights) retained by the people. "


Amendment 10 - Powers of the States and People.

     "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. "

The powers (laws that affect people) not delegated (not put into the responsiblity of ) (not given the right to have) to the United States by the Constitution (So there are powers not mentioned by the constitution), nor prohibited by it to the States (powers for states outlawed by the Constitution), are reserved to the States respectively (right of the states to make their own powers), or to the people (right of the people to make their own powers). 

       So the states and the people can make up powers for themselves, as long as it is not specifically against the principles and laws of the Constitution.

       Thomas Jefferson, and some others had seen lots of, many countries in the past - millions of years of hundreds of societies history and effects of various laws, so our laws and former freedom, avoid many next world lands penalties. This is why you're not to change the Bill of Rights. Even if it seems an OK idea
       There are many countries to choose to incarnate into.  America should want to regain it's original liberty, to avoid some next world land penalties, and do what is right.  If you want a country where many things are outlawed, then incarnate there, but do not change America.
       Thus, the founders of the American revolution and the United States of America mostly had mostly the right information and rules for a good government which makes a good society; and officials in the government will not get penalties from the next world organizations that give them out for hurting the people. -If they obey the Bill of Rights, etc.  So some USA officials are getting penalties for big government fines, and confiscation without compensation, illegal police searches without a warrant like using dogs and helicopters, supersonic jets bombing buildings (see rules of war), ...
